What You Need to Know About Segundo Infill Construction Project

What is the Segundo Infill Housing Project? 

We have some exciting news! We’re about to break ground on a new housing project that will be in the location of lots 22 and 16 near you. This project is set to be completed in July of 2027 and will open the door to house many more students while adding to the overall campus experience.

What Construction Will be Happening?

  • February 3: Fencing starts
  • February 3: Tree removal begins (expect some noise)
  • February 10: Demolition begins (expect some noise)
  • February 17: No construction work! The construction team will be taking a break for the university holiday.
  • February 26: The construction team will begin moving the fence to its permanent position for the project and start potholing. Discover what potholing is and what to expect.
  • March 3: Construction will begin, including demolition
  • March 14: Weather permitting, the construction team will continue potholing and demolition, including removing stumps, bollards, concrete and asphalt paving. The team will also add site lighting.
  • March 28: 
    • The site’s fencing has been shifted away from Regan.
    • Sound blankets are now being used, and the team continuously monitors noise levels.
    • The construction team will be starting dirt work, which encompasses the earthmoving and grading necessary to prepare a site for construction, including excavation, grading and erosion control. 
    • Starting in mid-April, the construction team will begin installing aggregate piers—a heavier construction task. Learn more about aggregate piers.

These dates may shift, but these are our goals. We know how important a quiet environment is for studying, sleeping and so many other activities. First, we are happy to say that construction will not begin before 7 am each day in accordance with the city code of Davis. Work will be done by 3:30 pm most days, but depending on workload, it may occasionally go until 5 pm. Right now, construction will only be during the week, Monday - Friday. We will give additional notice if we add weekends later in the project.

Q: Can you tell us more about the trees being removed?

A: The process for removing the trees goes through the campus arborist and the landscape architect to seek permission. This site has been part of the campus’ Long Range Development Plan for new housing, so the trees initially planted were designed to be removed when needed. New trees will be planted as part of the final project. The wood is being mulched and repurposed for landscaping.

Q: Can I get a room transfer?

A: Room/apartment transfers are very limited and may not be available. To see about your options, speak with your Resident Director. We also hope to continue providing alternative locations for study. 

Q: What's happening to the bike parking north of Regan?

A: As with most projects, the scope of it has expanded now that we’re in full swing. This means we will need to relocate approximately 65 bike spots north of Regan by the end of the month to accommodate the new fence line. We are working hard to get everyone alternative bike parking locations and will update everyone with a solution in the next email.

Q: What are alternative spaces to study?

A: The ARC, The Library, Memorial Union and Silo.

Q: What construction will be happening during finals week?

A: The construction team knows how important finals are and will do their best to accommodate for them. For finals week, the start time will still be 7 am but noisy activities will be delayed until 8 am. 

Q: What is being done for dust control?

A: The construction team is actively managing dust using water suppression techniques. The site is monitored by Environmental Health and Safety (EH&S) personnel. We will continue to work with the contractor and project management team to minimize impact.

Q: What does Primero Grove's lease say about construction?

A: Lease Agreement, Section 34. CONSTRUCTION AND RENOVATION: Construction and/or remodeling or repair of academic and residential buildings on the UC Davis campus in the vicinity of the apartment can occur at any time. Construction is expected to occur during normal daytime working hours, and it may result in disturbances and disruptions, including, but not limited to, increased noise and dust in the area surrounding the buildings and planned and unplanned utility shutdowns. By signing this Lease Agreement, the LESSEE agrees they have been advised of said scheduled construction and acknowledges there may be disturbances and disruptions resulting from such construction.

Q: What options do I have with my lease at Primero Grove?

A:

  • Competitive Rent Rates: Primero Grove offers rent rates that are 25-34% below market value, making it one of the most affordable options for students and families.
  • Relocation to Orchard Park: Moving to Orchard Park may be an option for some residents; however, we are unable to adjust rent differences between the two communities.
  • Need-Based Rent Subsidy: Eligible students and families may apply for financial assistance here:  https://aggiecompass.ucdavis.edu/housing-security.  Currently, 58% of all Primero Grove leaseholders have been approved for the Need-Based Rent Subsidy Program.
  • Lease Transfers for 2025-26: Current residents were provided an opportunity during the lease renewal process to request a priority transfer within Primero Grove or to Orchard Park. 
  • Lease Termination: If a transfer cannot be accommodated, leaseholders may cancel their lease without penalty by notifying the leasing office at studenthousing@ucdavis.edu by April 15th.

Q: Why are the work hours 7 am to 5 pm?

A: The 7 am start time is in accordance with the city code of Davis:

“Construction and landscape maintenance equipment. Notwithstanding any other provision of this chapter, between the hours of 7:00 a.m. and 7:00 p.m. on Mondays through Fridays, and between the hours of 8:00 a.m. and 8:00 p.m. on Saturdays and Sundays, construction, alteration, repair or maintenance activities which are authorized by valid city permit or business license, or carried out by employees of contractors of the city shall be allowed if they meet at least one of the following noise limitations… Construction projects located more than two hundred feet from existing homes may request a special use permit to begin work at 6:00 a.m. on weekdays from June 15th until September 1st."

Another factor in the work hours is our construction team’s union rules, which include that most unions recognize the work day as any 8-hour shift between the hours of 6 am and 5 pm.
